The West Hollywood City Council on July 7 passed the Fiscal Year 2027 Capital Improvement Program by a 4-1 margin during its regular meeting at City Hall. The measure authorizes $8.5 million in new spending on street resurfacing, sewer line replacements and traffic signal modernization.
The program updates the five-year capital plan last revised in 2024. City records show that 23 percent of local roadways received a pavement condition index rating below 60 at that time, prompting the current round of targeted repairs.

Residents who travel Santa Monica Boulevard between La Cienega and Doheny will see phased lane closures beginning in the fourth quarter of 2026. Utility work on Fountain Avenue is scheduled to reduce water main breaks that averaged 14 incidents per year between 2022 and 2025, according to the Public Works Department annual report. The package also sets aside $1.2 million for a workforce training component administered through the city’s existing contract with the Los Angeles County Workforce Development Board.
City budget documents list 85 temporary construction positions and 12 permanent maintenance roles expected to be filled from the local labor pool. These figures come from the engineering division’s cost estimate attached to the council agenda packet.
Next steps for implementation
Bid solicitations for the first three resurfacing contracts will open August 15, with awards scheduled for the October council meeting. The Public Works Department will issue quarterly progress reports posted on the city website beginning in January 2027.
Funding draws from the city’s general fund reserves and a matching allocation from the Metropolitan Transportation Authority’s local return program. No new taxes or fees are required under the adopted resolution.
